El Gobierno de España sabe, desde hace mucho tiempo, que existía la posibilidad de encontrar petróleo en las Aguas Canarias. Se sospechaba que en las grandes profundidades de nuestras aguas podría encontrarse petróleo, pero el proceso de extracción sería muy difícil y costoso.
En el año 2001, el gobierno del partido popular presidido por José María Aznar otorgó los permisos para dicha extracción a Repsol. En consecuencia, se presentó un recurso para paralizar dicho permiso ya que a éste no estaban vinculadas las Medidas Medioambientales  pertinentes y en el año 2004 el Tribunal Supremo anuló los permisos aunque previamente Repsol ya había realizado las pruebas sísmicas. Tras esto y con José Luis Zapatero en la presidencia, se volvió a plantear la posibilidad de reactivar los permisos. El debate quedó zanjado.
